I bought these because I had Rolf Vector Comp's on a 2000 Giant CF tube frame and loved them. When I saw these at <$400 I wondered so I called the Rolf factory and spoke with a really cool guy that gave me a lot of good info.
These wheels are very similar to the Echelon which sells for $699. I guess the idea with the Tempo was to offer a very similar OEM wheel, but it didn't work out as well as they thought, so they were closing them out at a pretty ridiculously low price.
I bought them in the spring of 2008 and put them on my new 2007 Bianchi C2C. I put about 2000 miles on them training for (and completing)my first dual century in August 2008.
I weigh 180-185, and have never had to have any service on them. They are as true today (June 2009) as the day I got them. I have ridden all kinds of roads, and Utah really has all kinds! There was a 15 mile stretch of the dual century where the top of the asphalt had been scraped off - roughest piece of road I have ever been on, just like riding the cobbles - and it didn't faze them.
They spin up fast, are very tough (several potholes along the way), respond well in the corners, and descend great. I hit 52 mph last summer down a nice straight 10% grade - rock steady. Because of the rim profile the crosswinds can be interesting, but that is expected. Strengths:

A great all around wheel, and perfect for centuries and the non-racer, but serious rider. Would be a great training wheel for racers.
Very cool looking. I get regular compliments - I think it is the low spoke count and paired design that is eye catching. Weaknesses:
