You can, but be careful. I did the same thing and after 2000 miles something happened to my rear tire and it started to rub the rear brake bridge.

Just measure it. If you currently have 23 mm tires on and you want to increase to 28, then you need at least 5 mm clearance between the tire and the fork crown or brake bridge. Recognize that: 1) that is the minimum clearance snd 2) not all tires are the same size as the label says.
