Not just carbon rims.
Two on the tires, and three on aluminum rims also. Rolling a tire in a fast turn can be very painful. This is the reason that most sane people only use tubulars on their race wheels.

Yes, building a "glue bed" has been standard procedure for a long time.

The base tape on tubulars is not entirely smooth - there are many small bumps and dimples. With only a single layer of glue, the base tape bumps will touch the glue and adhere, but not the dimples. Several layers of glue allow the tire to bed down into the glue so that all of the base tape touches the glue and adheres.
