I am getting ready to purchase a new frame to build up. My current wheelbase is 38.5". The frames I am looking at have a 39" and 39.25" wheelbase. Will there be any noticable difference. If it makes any difference I live in an area where I do a lot of climbing. Thanks.

Many other factors that just wheelbase

All else equal, a longer wheelbase will be more stable and more comfortable. However, lengthening the wheelbase by changing chain stay length will give a very different result than by changing fork offset, head tube angle, or front center distance. You don't tell us your frame size, so it's a bit hard to say, but you have a pretty short wheelbase for a larger frame, pretty standard for a 53 cm frame, and fairly long for a 49 cm frame.

I bet you won't be able to tell the difference initially. What may have an effect on feel after a very long ride is the chainstay length. A bit longer may be more comfortable.
