According to Cycling4all.com, the full list of 56 or 58 riders involved is to be published tomorrow morning with 22 riders currently listed as starters for the Tour in the list. Importantly, Basso and Mancebo do seem to be in the list.

So is ASO and UCI really going to do what they said and exclude these riders?

They could only be kicked out if there is actually concrete evidence against them.
CAS just kept ASO from kicking out a whole team without concrete evidence,
