so how does one know if this is the culprit The frame is real stiff but if feels soggy when im climbing. The frame is an Xo plat steel frame 55 x 55.

Any soggy feeling you have with a 55cm frame that is "real stiff" is more likely due to things like flexy wheels or soggy legs. Lots of people talk about losses of energy due to frame flex, but in order to be significant (relative to your total output) you would have to actually be heating up the frame.

First, take off your crank and make sure your BB is adjusted properly. Then, take it up a hill on the big ring and a gear on back that puts the chain near one side of the FD cage. Then see if you can induce chain rub with the cage cranking up the hill. That should be a fair indicator of frame flex in the BB area.
