A cap under your helmet. I ride in the rain a lot and with my cycling cap, I get virtually no rain on my glasses. I'm not really sure how you could try a hat and not find it working for you (as you say).
Cycling cap. Under helmet. Nothing is going to solve the problem (except contacts), but that's your best bet IMO.

I wear contacts when I cycle... and rarely any other times. Contacts IMHO are just better with most sports. Although then I do wear cycling glasses for eye protection... but I can always pull them off... and with the contacts... still see.

I do the cycling cap under the helmet, and the brim keeps most of the rain off the glasses. I also wear an old pair of glasses rather than my current good ones, so I don't worry so much about scratching them if I have to wipe them off.
