I am thinking about getting rid of the transparent disc that is located between the wheelcog set and the wheel spokes. Is this recommended or not, is the plastic wheel something cosmetic or does it have a mechanical function?

You will see this often called a dork disc. It is there to keep the chain and derailluer from dropping into the spokes and taking the wheel out if the rear derailleur gets out of adjustment or it gets adjusted wrong. Most people take them off. If you feel confident enough that you can adjust your derailleur or that it is adjusted correctly then take it off.

The correct way to take it off is to remove the cassette, which requires special tools whether it's Campagnolo or Shimano. Don't just try to cut it off without removing the cassette...
