The tight geometry of track frames make it likely that if you are holding your bike upright or pushing it along (you are not on it at the time), that the bars will swing around and make contact with the top tube. Based on the frame material and/or if the bars are taped at that location (or not), this could ding the frame. The tape is thus put at the contact spot to protect the frame and confuse those who are not in the know.

For the record, the tape is not nearly as cool as what you can get from a boutique frame builder (such as Vanilla)... unfortunately I only have tape. :(
