Seems they used Sram/ Zipp for most of the build other than the frame (bars and stem are also Zipp, didn't look at the post) where they could have used Spesh/ Roval products instead

They are giving the bikes away, so there could be lots of reasons for going with Zipp wheels. The most likely reason is that Sram/Zipp wanted/agreed to be a big part of the project. Specialized suplies the frame and some of the components and Sram/Zipp supply the rest. Both reap the benefits of doing something good for those in need....

World Bicycle Relief is HQ'd at SRAM in Chicago and any of their job openings are posted on SRAM's site so...

SRAM is a major sponsor of World Bicycle Relief and intimately involved in their operations hence the SRAM components and Zipp over Roval wheels.
