Carbon Handle Bars, do they reduce road vibrations? I run alot of cut/chip road surfaces, and after 10 miles start to get a little hand numdness. Would a handle bar/stem change reduce my vibrations?

Very minimally. An extra wrap of bar tape will have a much bigger benefit. You can also lower the pressure in your tires or get wider ones which will help even more.

I noticed a difference when I switched. Make sure that your bike fits and your riding with a little elbow bend also.

I notice a difference too. Went from aluminum deda bars to Zipp carbon bars. I didn't make any other changes and I noticed less jarring when I went over small road cracks.
