I did a search but couldn't find anything. Sorry if I missed something.

What would be the smallest size tyre that you could fit on the stock Delgado cross rims on the Salsa Casseroll?

Would the brakes be effected by using different wheels?

Looks like a sweet commuter instead of the roadie. Especially in grim weather.

Thanks in advance for any info.

I'd be leery of putting anything as narrow as a 23 on a rim as wide as the Delgado. The Delgado Cross is 22.5mm wide, and putting a 23mm tire on it is asking for trouble. Personally I wouldn't put on any smaller than 28mm on it for fear of it popping off.

Those that I used were older models - much older, like late-1990s, when they were CX rims, not 29er rims. Now I guess they are wider...much wider, it sounds. In which case, I have no idea.
