I am installing Chorus 11 on a Merlin frame and in general using anti-seize where metal meets frame.
On the bottom bracket, Merlin generally suggests both teflon tape and anti-seize together. What would be the torque value for the cups?

Download the "11s Ultra-Torque crankset instruction sheets - 02/09". If you are not using loctite, it recommends 35 N.m.

Have you checked that your BB dimensions are within the acceptable specs?

My calipers are SAE and read 2 43/64" which equals 67.87mm, which is in the middle of the specs. Very little variance when checking several spots.
