The actual Cliff Drive section that is car-free is a winding 3 mile road. Then you turn onto Gladstone and loop back around if you want to turn it into a 7ish mile loop. I was there last week and they were still working on parts of the road but its gonna be really nice and smooth. You can ride it right now- there are only a couple of gravelly sections to contend with. They even repaved the infamous gooseneck hill. For hill repeats, what I do is ride the course in a figure eight so that you go up the gooseneck every time around. If you plan on doing the Cliff Drive Classic race in August, you had better be prepared!
The road used to be strewn with glass but not anymore. Its a nice quiet and shady ride now.
There is also a disc golf course in the middle of the park that gets good use as well as a climbing wall.
