I'm looking for a comfortable riding 28mm (or even 25mm) road tire for my GF who is having back problems. She's riding in norcal only in nice weather conditions on decent roads, so traction isn't a major issue--obviously weight isn't a big concern either. We're mostly after something that won't flat *too* often and will be easy on her back so we can run relatively lower pressure. Suggestions?

You need to be sure that her bike has sufficient fork and chainstay clearance for the 28's. Good 700X28C options include the Avocet FasGrip, Rivendell Rolly Poly, and the Panaracer Pasela TG.

Tufo clincher/tubs in the 28mm diamond tread cross design. It will roll slower than the others listed above, but if you want comfort first, she could run those at 70 psi and bumps would vanish. Check for adequate tire clearance before you buy.
