Why no conspiracy charge?

Article says that the passenger cop wasn't charged. Why not? Did he report the accident and turn the driver in? Is that not the definition of conspiracy in furtherance of a crime?

the DA decided to pursue criminal charges, and sources tell the Daily News there was no emergency justifying the officers' speeding or use of flashing lights. Obviously, the case will hinge on how you define "emergency," because [insert donut joke] amirite?

Unfortunately sad. I highly doubt much will become of it unless the cyclist hires an expensive attorney to pursue legal action against the driver or city.

Yesterday the officer behind the wheel, Louis Ramos, a 19-year veteran, was charged with reckless driving, reckless assault and leaving the scene of an accident, all misdemeanors. Ramos pleaded not guilty, and his partner, Paris Anderson, was not charged.
wtf not guilty of leaving the accident and not filing a report? hes the fcking police officer where people call to file reports on accidents. He hit the guy going full speed, and bloodied the man up and left him some tissues.

If anyone follows up on this case please post here, i'd like to know the outcome.

This is only a start. This is like 1 in 1 million cases where justice is actually fulfilled. Not a good track record for America. We need a new generation of avid cyclists who are attorneys or in law school who fight for our rights. It's minor, but it's something to be optimistic for. lol
