i bought a newton on ebay and took it apart to clean it. it wasn't until i was putting it back together that i realized there are two short screws and four longer ones. i am assuming the four long ones are used to attach the end plate to the stem and that the two short ones are used to tighten the stem onto the steerer tube...is this right?

thanks!
