Do road stems have the same rise angle as mtb stems? I'm just looking at threadless stems and wondering why there is even a distinction between road and mtb stems. Both road and mtb stems look the same, weigh about the same. So, what else is the difference? Is it the rise angle?

I think mtb stems have more rise and they are measured differently (for rise). You have to compare the rise with a mtb stem and see how it correlates to a road model. You have to be careful as you might be just buying stem for a shorter/longer length and not taking into consideration the rise and it will throw everything off. Been there-did that.

MTB stems also tend to be more beefy in construction.
