I have 9 speed Ultegra... My rear derailleur is kinda flakey ( the jockey pulley is dragging... not smooth at all- took it apart, didn't help)... I would switch to Durace to save some weight, but seems like 9 speed is getting rare. My front derailleur and BB are also Ultegra and are showing signs of age. I can't afford a total makeover. Brakes are fine, cog and crankset are fine.... Got some ideas? Where can I find Durace rear derail 9 speed?

Why not just get a replacement pulley?
