How much can you fudge a lug without having to actually bend it? I've heard a half- to a full-degree is usually OK, but would like to know before I start cutting...

What exactly do you mean by Fudge? If you mean cold setting a new HT or ST angle or such I can only say DON"T!!!! By doing this you'll stretch the already thin walled (On any good bike, around 0.8 to 0.9 mm wall thickness at the lug.)

What exactly do mean by cutting though?

In my limited experience...

I have gotten 3 maybe 4 degrees of "adjustment" by heating a lug and just forcing it. I think this would qualify as "bending" more then "fudging," but it doesn't hurt the aesthetics of the lug. I have heard of people getting more by actually cutting the lug, spreading it wider, then fillet brasing the gap but I have never tried it myself.
