Peter Weigle in Lyme, CT has done a handful or repairs and repaints for me. He has a 30+ year history in the business. Friendlier than your mailman. He doesn't have a web site but he does have a Flickr page.

Geekhouse in Boston does paint.
Decals? No clue but that'll probably have to be somewhere other than who paints it.

If you're not worried about your frame's warranty go ahead and paint it.. but some brands void the warranty if frame is re-painted.

I wouldn't call it a restore... but I cleaned-up and got an old unremarkable '84 Peugeot looking good over the winter. I can't help myself.... I am already looking for next winters project bike (maybe two). I understand many bicycle hobbyist have bicycles repainted at auto-body shops.
What sort of bicycle are you working with?

I believe he is the only certified Cevelo paint shop around so that should mean something.
