Try the Wheels Manufacturing shim as suggested in the other thread. If the shifting isn't satisfactory, then I would suggest going for a braze-on derailleur and the appropriate tube adapter. Yeah, it's more money, but sometimes you have to pay to play.

I would definitely try the shim first. If it works well, you can just keep it that way and keep your eye out for a clamp on of the correct diameter. I think getting the bike rolling is better than waiting until you have everything perfect.
