I found a Raleigh Technium 531 steel frame that has never been built up locally for $100. Is it worth purchasing and building up this frame, or should I look for something better? I'm just looking for a commuter bike.

You could build a truly groovy commuter out of that frame, but $100 seems a bit steep for it. For $50, I'd jump on it and build it up with stuff from eBay, craigslist and Nashbar.

Are you sure its a Technium?

Technium's are bonded aluminum main triangle to steel lugs and rear seat and chain stays.

Yeah, I'm sure. I did some research and they also made a Reynolds 531 Technium and a 753. Here is a link about the bikes. I believe the article on that page says that the steel frames were reserved for their high end bikes, the Team and the Competition.
