Meh... I'd wager that a lot of tires' physical measurements vary >1 mm from stated size anyway. I don't see the point of 24... YMMV

I've got 2 bikes with the same brand & model of tires. One 23 and one 25. I sure like the 25 better.

No, not--not hooey. It's perceptive marketing strategy,, aimed at the appalling number of cyclists who justifiably hate their 23s but worry that 25s will make them slower.
Personally, I'm waiting for a 33.5, to bridge that gap between 32 and 35,

i'm running Conti's Attack/Force Combo which is a 22front and 24rear
on my tri bike. very comfortable, seem fast, chili compound is grippy.
fronts were a bit on the nervous side(probably the profile, which is more
elliptical than round) but have settled in nicely after about 250 miles.
on my regular road bike, i'm running a pro2race 23 up front and a 25
ultra Gatorskin out back.

the tri bike came with conti ultra race 19mm which were crap; harsh,
not grippy, flat-prone. given a choice, i'd go with the 24/25 mm on the
rear every time.

My Vittoria Rubino Pro Slicks at 130 psi measure 24mm, so I'm good to go/roll:thumbsup:
I really think if you measure a bunch of 700x23 tires at say 120 psi, that you will find they are +/- 1 mm.
