I've had this bike for a couple of years now. I bought from a guy on Ebay who claimed it was too fast for him. Anyway I converted it to fixed gear and added mustache bars and fenders. I'm wondering if some could tell me about the materials used in the frame. The decal on the frame just indicates that it's Chromoly, not butted or anything and the sticker on the fork indicates that it's hi-tensile steel.

It's a heavy frame and I'm wondering if the stays might be hi-tensile. I estimate the frame to be from the late '70s or early '80s as it has no downtube shifter bosses or brazed on cable guides. Orginally it had a clamp on cable guide above the bottom bracket.
