Sounds like you need a Soma Double Cross. It is comparable with a Surly but has better tubing. Get it with a steel fork and some 28mm tires and that will take care of your comfort. Get a smaller big ring (Salsa is a nice choice) like a 46 or 48 with a 12-26 cassette. A 39X26 should cover the overpass.
