Possibly Lygee (did I spell that right?) I had one in the 60's, it had chrome lugs and was not the finest detailed bike made in Italy at the time, but okay. At least the low end model I had was made by Italian prisoners, I was told at the time.

That was spelled Lygie I think. They did make a brown colored just like that one with the chrome lugs but the lugs were the French style not the long points, and the fork crown top was smooth without that slightly raised bar on the top. But maybe you could be right if they used different fork crowns and lugs on different models or different years maybe.
