They are from the old Dura Ace Aero group(AX or EX? I can't remember). The group came out in the 80's. He's used them before on his TT bike.

Those are old Dura Ace AX brakes - part of the short-lived AX Aero group fromthe 80's, I believe.
Try a Google search for other parts - the hubs were pretty neat, as the flange had reliefs fot the spokes that prevented the bend around the flange, and also allowed for more spoke crosses without interference. Hard to explain, but a picture makes it clear.
