I just got a new wheelset, Shimano Ultegra 6700. I mounted tubes, tires and cassette and had my bike on repair stand and noticed the free hub did move. I took the wheel off the bike and notice the cassette was locked.

Someone lead me in the right direction on figuring out whats wrong and how to fix.

I've experienced the same issue. That cassette, and probably a number of other models like it, have splines cut that are much deeper than standard. Perhaps it was Shimano's solution to keeping it from digging into a soft aluminum freehub body.

The freehub spins easily with no cassette mounted on it. Once the Shimano cassette is installed and tightened down the largest cog is pressed against a seal or the spokes.

I believe the correct fix is a thin spacer behind the cassette but I haven't had a chance to try it myself.
