Classic!

Looks a little older than 70s to me--maybe late 50s-early 60s--at least based on the HB mounted water bottle, the lugs and the tires.

But it could also be dressed up to look more retro than it is

I haven`t seen tape run up the brake levers like that before. Was it common to wrap that way before rubber hoods? I take it people rode "the hoods" even when they didn`t really have hoods?
