Question about Floyd's return??

Floyd is suspended til the end of the year. Can he sign with someone before then?? Reason I ask is Basso signed with Liquigas before his suspension was over. Can Floyd announce a signing with RockRacing for 09 (or hopefuly but unlikely Garmin)?
