I have a Felt Z-70 and I want to get rid of the set of brake levers on the top section of the drop handlebars. Is there any way that I can do that?

Yep. Pretty straightforward.

-Untape levers
-loosen clamps on both sets of levers
-slide levers off bars (both sets)
-replace regular levers
-recable the brakes (you will need new brake cables and housings)
-retape bars.

The Park Tool website or the technical pages from Shimano will have all the necessary details.

If the cross levers are hinged, like most I see these days, you can just remove the cable, remove the levers and put the cable back in, inserting a barrel adjuster in place of where the lever was.
