Probably not. The photo shows it as-acquired. Still some kinks to iron out.

I built mine into a CX bike, Now it's a commuter . . . It's a Do-All-To-All. The STI isn't hooked up yet in this picture. Also Since the bike was built for 27" I had to go with long reach center pull Dia-Compe brakes. Also the Bottom Bracket had to be reamed out and re-threaded to Italian. Works like a charm.
