So, this started last weekend I started to hear a clicking noise and it turns out to be my RD was not shifting up a gear when i shifted and it makes a constant clicking noise and if I shift up again it skips the gear comletley but when I shift down it shifts to that gear and keeps going, do I just need to get my bike tuned or is this a more serious problem?

Yeah

just a tune up.....easy fix
And when they fix it, ask them to show you how they do it. It's something you should learn. it will probably involve no more than a quick turn of a cable adjuster, something experienced cyclists do almost without thinking (even while riding!).
