what length and diameter rebar do people use to secure plank barriers? Any suggestions for attacking the barrier to the bar, I was going to make something with wood and secure it to the planks. Any tips would be appreciated.

#4, length can be as little as 10" into the ground, (plus the height of your barrier) it depends on your soil composition, Home depot has counduit clamps in the electrical section that work pretty well for attacking.

You might look at the metal concrete form stakes right next to the rebar at evil orange. You can run a couple screws with a cordless screwdriver right through the metal stake (lots of predrilled holes) and into your plank. That's how I do my own course.
