I've had good luck with both the Conti GP 4 seasons and GP 4000 in 25c. The Michelin Krylion carbons in 25 are better for puncture protection and longevity, but give up some ride quality and wet grip, they can also be hard to find in that size.

Michelin Speediums.

Honestly they're really good for the little amount of cash they will run you for a pair. I got them on my commuter and they're pretty awesome in heavy rain too. Soft enough for grip, puncture resistant. Maybe not as grippy as a Pro Race... but the $$$ you save will show for it.

Vittoria Zaffiros are pretty good for the dry season, in rain they absolutely suck.

Unless you plan on racing on them, any 25mm tire will "grip" good enough to fly through a clean turn. Any tire will slide when going through a turn with sand or gravel.
