Toby at Hot Tubes has done several paint jobs on my bikes. I always have an idea and let him run with it and he never disappoints.

Might be worth checking with Parlee and Indy Fab. I know they could do it but not sure if they take on frames other than their own.

I've always heard good things about Hot Tubes.

I was going to suggest Hot Tubes as well. Toby's a certified Cervelo paint shop if I recall. Even if he isn't; he's been in business for a long time.
Website didn't come up last evening along with a few others in the immediate area, but it works now. I would say too - Hot Tubes. They are pricey but they'll do a great job. They have a good heads up team on frame fatigue or cracks [carbon fiber related].
