I am looking for an upgrade for the front derailleur on my Allez Steel. I measured the seat tube, and it apears to be 28.13mm. When looking for a new derailleur I see a lot of 31.8mm clamp on derailleurs. Do they come with some sort of adapter, or is 28mm rare?

You would need a 28.6 mm (also called 1-1/8") clamp derailleur, which is not all that rare. You could also buy a 31.8 mm clamp derailleur and a reduction shim. Come to think of it, the derailleur on your Allez now might have a 31.8 mm clamp around such a 31.8 > 28.6 mm reduction shim.
As an aside: don't look for much of an improvement after the "upgrade". The front derailleur is ancient and fully developed technology. One shifts just about as well as any other, regardless of price or name on the cage.

The new Ultegra (6700) clamp on comes as a 31.8, with a 28.6 shim, included.
