So I'm in the development/planning of my next commuter. I'm looking to set up a Bar end shifters on some H-Bars. I'm looking to use Rival (as I currently love the grouppo on my System Six). Now I don't want to buy the SRAM Red Carbon Bar End Levers, and who knows when the TT500 will be available (I'm hoping by the time I start ordering all the equipment, so I can get the black Rival and the TT500's to alleviate all doubt).

Anyways.... would the 10-Speed Dura Ace Bar End SL-BS78 work with a Rival Rear Derailleur?

Nope, cable pull length is different. You might be able to get away with removing the indexing in the shifters and running them as friction shifters. Not sure if you can still do that that with the newer shifters.
