What is the best "how to" manual or book for road bike maintenance/repair?

Zinn and the Art of Road Bike Maintenance

Lennard Zinn has a good book and it covers pretty much anything you are likely to do yourself and a bunch you probably would not. He is very well respected. His book is called ‘Zinn and the art of road bike maintenance’.

Sheldon Brown's web site is also very good and covers a veritable plethora of bike topics, he was something of an Icon in the cycling community. Unfortunately he passed away this year so his website will likely not be updated anymore.
