i recently got a new BB and crank...
and my previous BB was external i guess...? (little cups on the outside where the cranks go in)
i have octalink now and it seems like sand and grit can get into the BB area...
is there a way to prevent sand a junk from geting in there?
if not, how do i clean it out?

No way to prevent that other than not riding. But 99.9% of that grit is only going as far as the BB cartridge seal, so it's not going to hurt the bearings for a long time. When you do your annual crank-pulling to clean and lightly lube the crank-to-spindle connection, just clean that area out with a small brush.
