In addition to encouraging them to confess now rather than being found out later, it depends on how their contracts were structured. Previous involvement in doping may not be a valid reason to terminate the contract, hence the compensation. I bet the new contracts are worded differently.

It didn't happen mostly because of Armstrong.

I still say that it's a great thing when you beat the best dopers in the world.
