Building up a commuter with standard 53/39 double and think a 15/25 or 16/27 cassette would be a good thing.

With the chain on the smallest cogs on this cassette (15 or 16), is there a history of the chain rubbing the rear dropout on road bikes?

No, but you have to make sure there's no seat stay contact. Fairly rare, but it won't hurt to check.

I'm thinking I could use one of my spare cassettes and stack the 16 all the way against the end cap, see how close it comes.......before I order.

I used a 15-25 for a few weeks on a classic old steel frame and it wasn't even close. I think the seat stay warnings were put out with bikes like older Cannondales etc. in mind.

Yes, plenty of clearance between chain and seat stay.

I think that is why they do not include the '10-speed-spacer' on anything lager than a 12t small cog cassette. - TF
