I bought an inexpensive time trail frame to build up and for some unknown reason, want to do it right.

While I know shop to shop and area to area will be different, what does a shop charge to face the head tube, bottom bracket shell and chase the threads of the bottom bracket?

Time + materials + tool wear

I think it really depends on how the frame is. The LBS I used to shop at charged time + materials. Some frames he knew from experience took more time to face than others, and some cable/control routings took more time than others. I don't know the actual time involved, just offering up his basic formula.

The time cost factor is a primary reason many shops won't lace up a wheelset from scratch.

And if you gave me just a frame to prep, I would run a tap on the threads for your rear derailleur just for the fun of it.
