i heard that a cop setup a speed enforcement check around rush hour yesterday at the bottom of a twisty, hilly, beautiful, tree-canopied shady road with bike lanes, and passed out good driving certicficates to passing motorists every five minutes for an hour and a half. and so did his partner.

i was told that the neighbors came out and greeted them whole-heartedly, and supplied gatorade & handshakes. i also heard that the bicycle traffic was almost as heavy as the high-speed vehicle traffic, and that many lycra-clad exercise enthusaists stopped to offer encouragement, as these public servants ran out into traffic stopping cars.

legend has it, that no cyclists were negatively affected in the enforcement process.

I'd be annoyed to be stopped, I'd rather have my time back than a "good driving certificate"
Maybe the certificate came with a free donut.

That'd probably be my reaction to seeing such a situation on that road. It's like a superhighway for the "entitled"
happy to help. :)
