What do you mean by 'pop'?
'Pop' as in sound, or 'pop' as in breaking? You can probably get a better true job with the tire off, but I've done it both ways with no problems. Sounds like a problem with the spoke tension. Tire pressure will affect the ride of the bike/handling/tire wear, but it should not affect the wheel, unless it's too high of a psi which will cause the tire to come off the bead (which is not your case)...psi will make no diff when you are truing the wheel...it sounds like the wheel was not built right...
