I want to get the front end of my time trial bike lower. It currently has 3 stack washers between the stem and the headset. Can I move all 3 above the stem, or do I need to keep 1 between the stem and the headset? It seems like I have heard somewhere that you should always have 1, but I can't figure out why that would be.

Some people recommend a spacer on top in order to minimize the leverage on the end of the steerer tube thus increasing the strength of the junction.
