The top steerer tube bolt should be tighten before the clamp bolts, right? What is the usual torque value for the top bolt with a carbon stem & steerer tube? I know that the recommanded torque for my clamp bolts is 40 lbs-in, but I am not sure about the top bolt (this is not clear in the manufacturer manuals).Does 75 in-lbs is fine? Thanks

There is no fixed torque value that will work well for all...

this is the bolt that actually tightens the headset. You need to set your headset where it is functional, and they are not all the same. Then tighten the clamp, and check your work.
