for some reason, my SRAM Force front brake will not stay completely open. Whenever I apply the brake and then release, the brake does not return to fully open state. It's not rubbing the rim but it's quite annoying having to manually pull on the brake calipers to open the brake. I tried lubing the cables however that seems to do nothing. I tried looking at the brake/shifter itself but I'm not too familiar with it.

Can anyone offer some insight or something I should look at?

either the brake is dirty/corroded or there is something going on w/ the cable. undo the cable and see what happens...if the brake is smooth and opens fully then the problem is in the cable/housing. if it doesn't, then you've found the problem.

Per what cxwrench said you have to first figure out where the problem is. If indeed it is the brake (it won't snap open even with the cable disconnected) then the first step would be a few drops of oil at the pivot points then work the brake open/close with your hands. If that doesn't free things up then the nuts/bolts that constitute the pivot points are too tight. If you carefully look at the brake it should be obvious how this works and how you can loosen the nut/bolt to free things up.

This can sometimes happen if the brake is fastened to the fork too tightly. It should be tight enough to prevent easy movement, but if you grasp the brake arms with both hands you should be able to move them. There's a hole in the back of the fork with a hex nut inside. Maybe try to adjust it some?
