What advantages, if any, does this have over the bikes with conventional cranks?

Invention relativity

Can anybody explain why somebody invented this bike? What are they trying to do?
They're trying to create novelty. Of course they might tout all kinds of benefits, but I'm pretty sure something very close to this was on bicycles in the 1890s. I think that bike might have used leather straps instead of cables, but the principle is the same.

That's pretty cool. In the 1980s Alenax had a somewhat similar design (it used the repeated pulling forward motion instead of a recycling chain) although the cranks were levers instead of cranks. One of the downfalls of the Alenax design was the loud noise associated with the chain being retracted after each stroke. There was no sound on the video - it would be nice to hear how loud this system is.

Overall it's a nice to see people thinking about alternative drive train options.
